Ukraine needs the introduction of institution of corruption denouncers

Citizens of Ukraine have the right to report on corruption offenses and the right to be protected. On September 13, 2019, Olena MOSHENETS, people’s deputy, deputy chairman of the Committee on Anti-Corruption Policy of the Verkhovna Rada of Ukraine, spoke from the rostrum of Parliament, in the support of draft law on amendments to the Law of Ukraine “On Corruption Prevention” concerning corruption denouncers (№1010 ).
“Settlement of corruption problem and protection of persons, reporting corruption offenses (denouncers) is one of the priorities for Ukrainian society at this stage of country development”, – Olena MOSHENETS said.
She drew attention of attendees to the fact that similar institutions of corruption denouncers exist in other countries: the USA, Japan, Canada, Great Britain, South Korea etc. Today, more and more European countries adopt legislation aimed at promoting corruption reporting and protecting of denouncers.
Let us remember that draft law on corruption denouncers offers amendments to the Law of Ukraine “On Corruption Prevention” regarding the definition of legal status of corruption denouncers, their rights and guarantees of protection; provision of conditions for disclosure of information on corruption; standardization of procedure of information disclosure by corruption denouncer; discharge of corruption denouncers from legal liabilities for disclosure of information on corruption or corruption-related offenses; provision of governmental protection of corruption denouncers, in particular protection of their labour rights.
The Verkhovna Rada of Ukraine enacted a bill into law in first reading on September 13, 2019.
