Bringing lobbying market out of shadows is a principal task

On February 10, a meeting of the working group was held at the Verkhovna Rada Committee on Anti-Corruption Policy to discuss options of the draft law on the lobbying market in Ukraine.
The event was attended by representatives of four Verkhovna Rada committees: on Anti-Corruption Policy; on Organization of State Power, Local Self-Government, Regional Development and Urban Planning; on Freedom of Speech; on Public Health, Medical Assistance and Medical Insurance.
They discussed content, terminology, basic principles of lobbying and other important aspects.
Hot discussions raised different issues, including the distinction between “lobbying” and “advocacy”; identification of lobbying objects; qualification requirements to lobbying entities; determination of market regulators, their powers limits, etc.
“Bill’s principal task is to bring the lobbying market out of the shadow, which will allow to significantly reduce the level of corruption in relationships between business and government,” said Olena Moshenets, people’s deputy and Deputy Chairman of the Committee on Anti-Corruption Policy.
Upon finalization, the document will be submitted for discussion to key stakeholders.
